Lady Park from The Matchmakers and it’s not close. Villains have been caricaturishly bad this year I feel. She was the exception. You can feel her grief and rage as a mother, her compassion for Soon-deok, but also the extent and brilliance of her scheming. An extremely well-written, complex character.
Of course there’s a case to be made about whether she can be classified as a villain at all. But her schemes and plots have an impact on our protagonists and she may be involved (to whatever degree) in the treason plot and, possibly, the Princess’s death, so I’ll still put her in this bucket. Obviously her character goes beyond the confines of the term and that’s why she’s my favourite.

I agree with all that you’ve said. One my favourite villains ever, not just 2023, I think. She is brilliant, both the character and the actress.

Yup she was excellent in The Red Sleeve and Revenant too.
