Uncle is recruiting all the doppelgänger from the Republic and will replace them to their Corea counterparts. Those in the ROK are living difficult lives unlike those in KOC. He can easily persuade them to join his troop as we’ve been shown with the pregnant lady. There were images of the commander look-alike (he seems to be a homeless) in one of the photo Rim developed. So, I deduced that the person is also recruited.
